This is an odd section in the rules. Where does it fit?
Also, maybe it is worth adding there that on the day decisions may be made about the race course, start times, time limits and available time on the water based on wind and weather conditions.
It is a bit unclear why time limits exist, what we try to achieve with them etc.
Making them adjustable on the day also makes the giving of example time limits strange. What are those on the day decisions based on?
Reward fast performance? -> then they should be implemented as additive rewards for making it within time
Allow for removal of boats? -> It should be stated clearly what happens after the time limit. Following the concept that scores should be additive, maybe something like: Scores will be counted until the time limit is reached.
