Avoid the call to https://public.dhe.ibm.com/ibmdl/export/pub/software/websphere/wasdev/downloads/wlp/index.yml (for example) when the wlp.zip is already downloaded.

Calls to DHE timeouts sometimes, so better to avoid unnecessary calls
