Instead of choosing the memes from just 3 of these , use an API to dynamically fetch the memes . Also mention the things that need to be added such as repo secrets , permissions etc

i ended making up a github action without a random meme. iam not so familiar with fetching memes with api.
if you want the action i will raise pr which dectects and greets the user for there new pr or for there new issue in your specified repository but there won't be any meme with that
