Semantic consistency for sending built-ins

This has been spotted by one of the students during LBS 2024 Troupe lecture. We're currently inconsistent when it comes to serializing built-ins. For example, the following is OK

send (pid, fn () => self ()) 

but this results in a serialization error

send (pid, self)
