maybe use Creep.recycleCreep if they have enough time to return to the base spawn

If you like you can play around with it.

I think it will bring a lot of complexity (which room to reserve, start harvesting in that room, why isn't it already reserved), the life time because of the claim part is short.

recycleCreep is an option, but in the best case the claimer shouldn't be able to travel back home because of the distance.
