Hello @Tommo-L Luchuan,
Just a question: Is this development guide being kept up-to-date?
This is the most comprehensive development guide for Neo3 IMHO, and I think it's pretty valuable to reflect what is being changed from the Neo3 codebase.
What's your plan?

No, it's not the latest
I'll update it at the end of Q1

Is there another source of docs I could take a look into of what changed in Neo 3? (mainly OpCodes and JSON-RPC)

@gsmachado 😂 , Maybe the source code, opcodes, JSON-RPC.
In the next week, we'll update it.
