Basically if you disable mod menu from permissions, you cant put spoliers and other stuff on the car anymore. Is it possible to make that you can only disable performance parts like Engine, Turbo, Transmission, Suspension and brakes? Thanks!

I realise your question is quite old now. But I wanted to mention that you could remove those entries from the vehicle modkits in the carcols.meta. That would achieve the result you're after.

I have added so many vehicles to my server and when we arent racing in the server, people like to tune cars, including performance upgrades. Its just to prevent cheating during races to have an option to disable them.

I feel like this would be better resolved by just having the mod menu on a permission that is granted by default but removed during races. This would of course require you to write a script that does that.
