AutoScore has a delay between when driving in and placing the panel #3

There is a ~.5 second delay after the robot drives up to the goal and before the piston actually extends to place the panel (Probably just the PID loop inching into the threshold). We should probably PID almost all the way into the rocket and initiate our score command about a foot out, so it scores while still in motion.
