What happened + What you expected to happen

Albert config is missing, leading to model failures. We should avoid providing such configurations by ourselves. This should be done automatically.

Versions / Dependencies

FedScale python folder.

Reproduction script

Try to submit nlp configs.

Issue Severity

Medium: It is a significant difficulty but I can work around it.
