Enable prometheus metrics for stackdriver-sidecar to monitor and alert under scale #262

Does stackdriver-sidecar exposes any prometheus metrics within itself, since we wanted to monitor and alert them under scale

Just adding the prometheus annotation doesn't helped the case, please do confirm does whether metrics are exposed and in what path and port
