Any multi extruder machine

How to reproduce

Set up multi extruder machine, set up multimaterial print, set up a preheat time. See attached project, not sure is it easy to reproduce.

Actual results

As in gcode uploaded, tool 0 is preheated first time when loaded, but second time loaded the preheat is not executed.
See gcode file, M109 S220 T0 on line number 15733, but before it it has no preheat M104 command.
After that preheats work as expected (but I haven't yet printed anything large with orca)
Edit. yesterday I noticed that this happened again later with a another extruder too.

Expected results

Preheat should be done always if set.
