⁠"Warmup" despite 0 refractory period

I moved CIFAR image (no. 42) consistently in one of eight directions across a uniformly 0-frame for 60 time steps and then paused for 40 with 0.0 refractory period and received the following spike counts

The total spike dropoff at 60 is as expected with a 0.0 RP. However, there does appear to be some “warmup” at the beginning of each run?
