Describe the bug 🐞

When creating a model using @mtkbuild, the values defined by @constants are undefined in the function outputs of generate_control_function.

Expected behavior

The generated functions execute without issue.

Minimal Reproducible Example 👇

This was modified from the test found here

using ModelingToolkit
using ModelingToolkit: t_nounits as t, D_nounits as D

@mtkmodel Test begin
    @constants begin
        c = 1.0
    end
    @variables begin
        x(t)
        u(t), [input = true]
    end
    @equations begin
        D(x) ~ -x + c * u
    end
end

@named sys = Test()
f, dvs, ps = ModelingToolkit.generate_control_function(sys, simplify = true)

Someone should check that these functions are using full_equations instead of equations

@mtkbuild should not be called on a system before generate_control_function which does simplification internally
