Multi-Language Support for Main Site

Herve wants to see the main site and French-built tools have a French & English version.

Every integrated solution I can find for i18n support involves building the pages outside of GHPages using plugins.... That's less than ideal because it introduces complexity into the Jerkyll flow. It will mean you need to build and commit your sites before publishing it instead of letting GHPages do the build for you.

For starters we could just double the whole site in a en/ and fr/ folder. This won't translate the menus, titles and other outside strings though.
