auto-populated drop-down field values

The beaver dam feature class has dam certainty, dam type, and type certainty fields that are populated with the dropdown.
Would it be possible to auto-populate those with the 'high' 'active' and 'high' options respectively since that is the most common selection?

@jtgilbert we should not make changes to the hard-baked feature class inside the LTPBR V 2 protocol. Please work with @KellyMWhitehead, @philipbaileynar and I to plumb a new protocol for the lab instead with the changes you are requesting.

@joewheaton this is a feature class Kelly already added for the lab for censusing, not the ones that were there for the v2 protocol... We could reorganize to better show that.
