Additional Advisory tracks.

we need to come up with a way to show tracks that are other than the NHC advisory track.

The different weather models we work with during hurricane events predict different storm trajectories. When we are displaying results from each, it is helpful to be able to show a track that reflects the particular model's trajectory. Getting there requires creating a way to make track available to APSViz and then APSViz knowing to display them.
