[BUG] App doesn't release cpu when idle

there is always one percent cpu draining when app is doing nothing.
this has real impact on my laptop charger. exit quiterss = charger is cooler. leave quiterss running = charger is hotter.

see also in screenshot a network bandwidth monitoring app that does realtime updates is only taking a fraction of cpu. also firefox which is buggy and the main thread never sleeps, yet well below what quiterss does.

process monitor does't show anything except it constantly reads registry about netowork settings every 10 seconds (yeah that's annoying and usesless as well, one minute would be acceptable, but 10 seconds? why?)
