Remove the ability to add a new root page if no search results are found.

If there are no filter results are found, the page list allows you to add an additional root page. This creates a page with the same root slug /.

I could understand this being desired perhaps in a multilingual site that requires multiple roots, but if possible having an option to remove this within the filtering context may be a useful UX improvement.
