Discussed at ProjectPythia/projectpythia.github.io#425, we are relocating the Cookbook Contributors guide to the main portal site to make it more prominent.

To do here: replace the .github/CONTRIBUTING.md with a redirect to the new guide home https://projectpythia.org/cookbook-guide.html (link won't work until ProjectPythia/projectpythia.github.io#426 is merged)
