Explicit versioning of required gems

It'd be nice if PlusBump was explicit about what versions of the gems it requires.
Perhaps a setup script that installs the required gems would be nice as well.
Not sure if there's a Ruby equivalent to Python's requires.txt, but that'd be 10/10.
