how can a Chrome extension be designed to load an external website into a popup (like https://chromewebstore.google.com/detail/page-to-popup/cogjjiejkomalkfdepejjdninlhlcgci)?

Additionally, is it possible for this extension to share the current tab's URL with the external page (share url to app on android)?
