HA functions at the panorama level

Pango doesn't currently support HA functions at the panorama level. Only fw.go functions are available.

Describe the solution you'd like

Targeting a firewall through panorama would allow for HA information retrieval and failing over.

In addition, I'm requesting functions for:
HA failover
HA validation:

• is running config synced
• any HA links down
• is a device in the HA pair non-functional or suspended. Anything but active / passive in most of my use cases

HA Failover should validate the peer is in a good state before performing the failover, or at least provide an option to check validation before failing over.

Describe alternatives you've considered

Doing these commands through the Op function is an option and what I've currently been doing.

Additional context

I do HA failovers during PAN OS upgrades and also during planned maintenance on one of the devices in the pair.
