Both projects share many (most!) principles
Both projects are widely overlapping regarding JSON-LD based vocabularies, OpenGovLD is interested in a common vocabulary
Popolo restricts itself to defining a vocabulary while OpenGovLD also defines an API
OpenGovLD restricts itself to JSON-LD while Popolo is also interested in JSON-LD but most current Popolo-users only support JSON
