v2024.05.0 all images fail to shutdown properly #3

The images built from genericarm64 and generic-armv7a do not shutdown when "shutdown now" is used by root.
This is seem on:

stm32mp157c-dk2
kv260 (zynqmp based)
zcu102 HW & qemu (zynqmp based)

This must be a common OS build issue. Switching or configuring the init system is the expected fix.

NOTE: this issue does not affect "shutdown -r now" and "shutdown -h now" appears to do the correct thing but needs more investigation.
