Teams Toolkit not loading properly on ARM64 Visual Studio 2022 edition

Describe the bug

I'm following this article, there are a few things missing from my version of Visual Studio 2022 ARM64 edition (see screenshot below for build details)

The Preview Features section is missing, I do not see the section at all.

When the project has created, I cannot see the context menu for Teams Toolkit at all.

On Creation:

At this point the project may not be fully created after this error.

VS Code Extension Information (please complete the following information):

Hi @pkbullock , Thanks for reporting this issue. I am the PM of Teams Toolkit. The preview features setting is not under Teams Toolkit section in Tools-> Options menu. Could you please try to search "preview" keyword in Options menu like below picture:

Then you can see the Teams Toolkit: develop Copilot plugin feature flag. If you still cannot see, let me know.

And noticed that you are working on Windows 11 developer insider channel, which is not in our full tested system list. Could you also try to switch to Windows Home, Enterprise or Education OS and try again?
