Submit app update not working

Describe the bug
The "Submit App Update" and "Publish" buttons in the developer portal are not functioning. By "not working," I mean that they are not sending the latest version update request for approval.

To Reproduce
Steps to reproduce the behavior:

1. You have changes in your manifest file with the latest version
2. Now you want to submit app update or publish to your org
3. Both the options are not functioning, not sending any approval request

Expected behavior
When I click on the "Submit app update" or publish to org then it should send the new update request to admin and show me in the list waiting for approval

The older version of my app is 1.0.7, and now I’m trying to submit a new version, 1.0.8. When I click on "Submit App Update" or "Publish to Org," it should display that version 1.0.8 has been submitted for approval, and my admin should receive a notification to approve the update. However, this isn’t happening.
