Describe the bug
I'm receiving the above error in the error list and it's blocking debug. However when I got to the teams toolkit, it shows that all passed. And it gives absolutely no details as to what's wrong.

To Reproduce
Steps to reproduce the behavior:

1. Run Teams project in Vs.net

Expected behavior
Should either work, or should have an explicit error message that tells you exactly what's wrong.

VS.net Extension Information (please complete the following information):

• OS: Windows 11
• Version 17.9.71.48084

Additional context
I'm trying to merge both a tab extension and a bot into the same project by merging the bicep files etc. But I can't figure out what I missed because it doesn't tell me.
