office-addin-manifest returns "The manifest is valid" through there isn't a matched resid in <Resources>

Verification fails with no matching resid

Current behavior

Return "The manifest is valid" through there isn't a matched resid in <Resources>

Steps to Reproduce

1. Change any resid inside <ExtensionPoint> in an available manifest.xml file
2. Run office-addin-manifest validate manifest.xml
3. you get it

This tool depends on a service to do the validation . . . it is just reporting the results. The service would need to be changes to check this.
