If a NetMail item cannot be sent and is permanently unroutable, it will remain persisted and re-exports attempted forever.

Example related log entry:

WARN ENiGMA½: Error exporting message: Object does not exist: No NetMail route for 2:11/211
    error: Object does not exist: No NetMail route for 2:11/211

There are a number of things that could improve this. Perhaps "bouncing back" unroutable to the sending user with a message from the system, and deleting the outgoing item.
