Bug 410143 - Installation is extremely slow sometimes

Tried today on STS 3.2 (Eclipse 3.8.2) and Eclipse JEE 4.3.0.RC2 Kepler

Sometimes it takes 5 minutes waiting on the first screen
long-waiting-on-first-screen

Other times, progress goes extremely slow (several minutes)
Contacting all updates site (including unavailable)
eclipse-junosr1-installation-requests-unavailable-sites

eclipse-keplerrc2-installing-local-plugin

Though I need to install 1 new plugin from 1 update site http://www.nodeclipse.org/updates/staging/

Related to

(That was GitHub outage)
