i have solved this issue but can't find my solution with anyone else so i thought i'd share it.

solved by

inserting any web link in the map discussion section.

if you want a link to page telling people that their is no discusion for this map then you can use this one

this issue occurs when

a map preview is updated without a discussion link

this may only occur

in the chrome web browser
when using an image from google photos

other information

web browser : Chrome 53.0.2785.143
Operating system : microsoft windows (NT) 10 (build 14393.321)
flash 23.0 (release 0)
inspiron 3543
