[5pt] ESIP Sample Inputs

In ESIP, we have as folder that covers all inputs required for just one HUC 12090301, so a user can download just that folder, rename it as "inputs" on their local machine and have a quicker way to do some experiments. The folder was created a number of months back and is 744 MG, and by using this one, they don't have to pull down the over 1 TB inputs directory to do some simple experiments.

It exists in ESIP at s3://noaa-nws-owp-fim/hand_fim/sample_inputs/ and also on OWP Servers on our fim share... "sample_inputs" beside "inputs".

Two things need to be done.

1. Our FIM README.md was never updated to tell folks that this simpler test set was available.
2. With the recent addition of pre-clip, the sample inputs will need to be updated. Was there any other new ones or adjustments since the summer? Files for ras2fim calibration maybe? rating curve input data? not sure but we need to look into it.
