This is the builder for model data that is ingested from grib2 PRESSURE level files. It is a concrete builder specifically for the model raob data that are organized by isobaric level (pressure).

After discussing this with the team I have decided that this issue will have an associated task - "implement the RaobModelPressureLevelBuilderV01 - review docs" which will be an issue. That issue will get its own branch that will just contain the review documentation. The review documentation will be markdown in the docs/reviews folder. Then I can create a PR for that branch and assign people as reviewers. This way the team can gain some visibility and have the opportunity to make comments and or instigate discussions. I'll then delete the current task and close the related related issues, and create a new task list with one item - "review_docs".
