Resolve open GDASApp clone, build, and modulefiles issues

Several open GDASApp issues relate to the GDASApp clone, build, and/or modulefiles

• CRTM should not be cloned with every clone of GDASApp. #400
• Modify GDASApp to use crtm module #1268
• Update GDASApp to spack-stack/1.8 #1283
• Use install option in GDASApp build #1302
• Cloning gdasApp on wcoss2 fails #1303
• Resume nightly testing of GDASApp #1313
• Add esmf to gaea.intel.lua #1326
• load esmf/8.5.0 in gaea.intel.lua #1327
• The global workflow WCDA test is failing on WCOSS  #1331
• g-w CI C96C48_hybatmaerosnowDA fails on WCOSS2 #1336
• Update WCOSS2 build to spack-stack/1.6.0 #1350

This issue is opened to track these open issues and, hopefully, close several.

10/29/2024 update

The following issues

• The global workflow WCDA test is failing on WCOSS  #1331
• g-w CI C96C48_hybatmaerosnowDA fails on WCOSS2 #1336

can be closed when spack-stack/1.6.0 is officially released and installed on WCOSS2.

Issue #1336 requires a g-w PR for WCDA g-w CI to successfully run all jobs.

Since this issue reference so many sub-issues, remove feature/build. Issues will be resolved in issue specific branches.
