update to latest Consortium master

The upstream has been updated to include advanced snow physics and history file fixes related to the time-manager update. The relevant PRs on the Consortium are:

Icepack advanced snow physics: PR #360
CICE implementation of advanced snow physics: PR #621
CICE history file timestamping fixes: PR #624
CICE history file precision fixes: PR #628

This PR will require changes in ice_in.

This PR will change all baselines because of code refactoring in Icepack to accommodate the advance snow physics. This PR underwent additional testing QC testing before merging at the upstream due to non-BFB changes in the default configuration. The QC tests passed.
