CICE history file timestamp is incorrect if initial time is not hour=0 #33

For initial runs (ie, not restart runs using a CICE6 restart file), the time-stamp in the history file is incorrect for the hour used at the initial time.

For example, for an initial time of 2021-03-22 06:00:00, the 6hr history file is correctly written at hour 12 with the file name iceh_06h.2021-03-22-43200.nc.

However, the time axis origin in that file is given as time:units = "days since 2021-03-22 00:00:00" and the time stamp value is 0.25. For the listed time-axis origin, the time stamp value should be 0.50.

This issue has no impact on initial runtypes starting from hour 0. It will be fixed with the next update from the Consortium.

This was fixed in Consortium PR #624 and will come back to EMC with the next update.
