Purpose:

Twin of 2024.015, but with KV = KD = 0, and KD_MIN = 2.0E-07 (default). The purpose is to fix an error when setting the background viscosity and check how this affects climate-relevant metrics.

Initially, the plan is to run for only 10 years. We will extend this run once we receive confirmation that this is what we want.
