XML path doesn't support tilde characters (?) on Windows

Similar to #1, on my machine my temporary files directory is "C:\Users\LUKE~1.DUN\AppData\Local\Temp" which is an abbreviation of "C:\Users\luke.dunstan\AppData\Local\Temp". Trying to validate an XML file using the former fails with:

14:37:02.811 INFO | No such file: C:\Users\LUKE~1.DUN\AppData\Local\Temp\tmp0j55q9r3

but it works with the long version of the path. Every other Windows program works with both forms. This is with Crux 1.3.
