dtc/hwrf-physics: issues with Ferrier-Aligo updates

As part of NCAR/ufs-weather-model#41, updates to the Ferrier-Aligo MP scheme were committed. While all tests passed on Hera using Intel 18.0.5, problems were found pre- and post-commit on Cheyenne:

• using GNU 9.1.0, some of the regression tests using Ferrier-Aligo crashed with memory corruption (others simply timed out, because those regression tests are way to long)
• using Intel 19.0.5, the regression tests using Ferrier-Aligo give different answers from run to run in both REPRO and PROD mode

This needs to be investigated and fixed before the actual science experiments can start.
