New FLTHIST baseline with 99 (#555) configuration and extra output for cism

Description:

• Use coupled tag cesm2_3_alpha17f
• Use compset:

HIST_CAM%DEV%LT%GHGMAM4_CLM51%SP_CICE%PRES_DOCN%DOM_MOSART_CISM2%GRIS-NOEVOLVE_SWAV

• Turn RRTMGP on

./xmlchange --append CAM_CONFIG_OPTS="-rad rrtmgp"

• Use SourceMods from b.e23_alpha17f.BLT1850.ne30_t232.099 #555 i.e. bugfix for clubb + a mods to avoid RRTMGP to crash.
• Use clubb_c8 tuning from b.e23_alpha17f.BLT1850.ne30_t232.099 #555

clubb_c8 = 4.25 -> 4.35
