is referenced on several web pages I found, and it generates a 404 error. For example;
https://github.com/NCAR/CESM_postprocessing/wiki/PPUG_running_diagnostics
AMWG Diagnostics Package

It seems that the link should be to
https://www.cesm.ucar.edu/working_groups/Atmosphere/diagnostics/
or maybe directly to
https://github.com/NCAR/CAM_diagnostics
