Replace the "Contact Us" link with a button in the new page header

Context

The "Contact Us" CTA in the new page header is currently implemented as a link. However, to align with the new designs for the Next.js instance (and also the existing Earthdata instance), developers should have the flexibility to implement this CTA as a USWDS button.

Acceptance Criteria

• Replace the "Contact Us" link in the new page header with a USWDS button

@faustoperez this was okay'ed by you to be styled as a link (comment history here) but looks like figma design was not updated. do we want the option to be brought back? Commenting this to keep track of the history of decisions. We had trouble implementing the button style originally but its probably still doable.
