[Bug] Open in Data Catalog goes to incorrect URL in Earthdata instance

Steps to reproduce the issue

1. Open up the E&A in the Earthdata instance
2. Select any layer to view
3. Click the information icon on one of the layers
4. Click the Open in Data Catalog button in the resulting modal
5. You should receive a 404

Notice that the URL is https://www.earthdata.nasa.gov/data-catalog/*
It seems to have dropped the "dashboard" before data catalog.
