Update data catalog feature to use USWDS

Context

As we continue to transition to USWDS, it would be valuable to adjust our existing core features to use USWDS styling and components. This will make them easier to maintain in the future and align styling across the VEDA Dashboard

Acceptance Criteria

• To whatever extent feasible, the Data Catalog uses USWDS styling and components to match designs. Functionality should remain the same whenever possible.
