Set up HLS composites cloud processing workflow

Description

Past PI Junchang crated 10-day composites for 2 tiles.

This needs more discussion. Sean suggested that Junchang's code be dissected to see what is being done algorithmically, and start a new python code that has cloud capabilities. Also, this task may be of interest to Chris.

This PI we would like to:

Acceptance Criteria

• Convert Junchang's C code (which uses COG based workflow) to operational code in a modern language
• Determine the compositing frequency, associated costs, timeline etc
• Produce a global or continent scale composite (this is the goal of Junchang's AGU submission)
