Vocabulary size is very small

I tried to run this project. In the last step of pre-processing step I've faced with this issue: vocabulary size is 3 and output files are empty (I mean: train/test.context and train/test:question). I use python 3.6 and tensorflow 1.5.0 and before running this code I made some changes in code for making it compatible for using in python 3.6.
