一个小规模的群，有12个管理员，Permission为Administrator的只有8个，一些管理员的Permission为10（member），reload也没用。

做了一些简单的测试，发现一些管理员TroopMemberInfo.Flag是9，猜想Flag & 1是管理员，可以继续验证一下
