This makes physics blocks, carried blocks, particles and so on appear darker at night in comparison to world blocks.

Nowadays this is still somewhat true. Especially the block in the player's hand as well as "physics" blocks that were thrown or blasted off using the gun are very very dark, basically black.
Particles are very bright now, though.
But moonlight in general is relatively weak and due to (frequent) cloud shadows the world is generally pretty dark at night although we had efforts in the past to improve on that.
