Implement regions discovery in kostyor-openstack-ansible driver. Region name is stored in 'service_region' OSA variable. If it wasn't overriden in /etc/openstack_deploy we can fetch it via ansible.vars.VariableManager. Otherwise we need to lookup 'service_region' in /etc/openstack_deploy files. Discovery driver relies on the fact that separate OpenStack region is a separate ansible deployment.
