The admission webhook should:

  1. Forbid the removal of ClusterTemplates and ServiceTemplates, managed by the HMC distribution system (with hmc.mirantis.com/managed: true label) or the template is in use by ManagedCluster or template chain.
  2. Forbid the removal of ProviderTemplates enabled in the Management object.
